This is a USA-made HK Porter 0590MTN 42" Shear Type Cable Cutter. This industrial duty tool cuts up to 3/4" wire rope.
Features
Cuts wire rope with minimal distortion
Cuts steel cable, coarse- or fine-stranded cable with minimal distortion
Toggle joints turn 50 lbs hand pressure to 4000 lbs cutting pressure
Screw-type adjustment realigns edges
Notched, shear-cut blades hold and lock cable in cutting position
NEVER use any H.K. Porter cutters on energized circuits, wire, or cable!
This cutter is lightly used - some of the original label tape is still on one handle. The tool does have some cosmetic scratches and scuffs on the handles, but that certainly does not detract from the usefulness of the tool. This is a discontinued model that had a new retail price of well over 0.  It is no longer available at most retailers but is still widely used in industry.
